Stop PGPEx is a citizen website I built to make it easy to file objections against Extremadura’s General Fisheries Plan (PGPEx), which proposed severe restrictions on bass and pike fishing in the region.

The goal was to lower the barrier to taking part in the public comment period. Instead of fighting a blank document, you pick from pre-drafted objections targeting specific sections of the plan and the site generates a document ready to submit.

How it is built

  • Everything in the browser. The generator processes the data locally, with no backend. There is no server storing anything, no cookies, no tracking analytics. The personal data you fill in never leaves your machine.
  • Open source. The code is published so anyone can audit exactly what it does, which is precisely what you want when you ask people to trust a tool.
  • Hosted on GitHub Pages, static, fast and with no infrastructure to maintain.

The outcome

The campaign worked: faced with mass opposition, the plan was withdrawn. A nice reminder that a simple tool, at the right moment, can have real impact.

It is also an example of what I enjoy building outside offensive security: things that are privacy-first, transparent and useful.
